    In water - the privatization has stifled the upgrade of old water mains. Most city systems are now 80-100 years old, still operating and now rapidly failing. But do we continue a patch up approach and for how long. When should councils do a street by street replacement, and do we value add - recycled water dual feeds like US and Europe. Or is this a legacy we just force onto our kids to do...as Utilities have made the money and their gone by 2030 when its all a billion dollar exercise?
    Is there a city wide replacement plan on the immediate horizon?

    Hi Stephen - In terms of asset management, one would need to ask the question what are the current renewal programs being undertaken by the asset owners, be it Councils or Utilities? If a reactive maintenance mode is being undertaken, ie to replace the asset on failure rather than proactively assess the useful life based on age and possibly other tools and conditional assessments. If its reactive I would suspect the time to replace will be on a critical timeline, and novel ideas such as dual pipes etc may not feature. 
    At a higher level the asset owners would need to decide first if dual reticulation is the way they wish to proceed, then perhaps have plans and contractors in readiness for some proactive work. Nice question and will love to hear some answers on what tools are being used for conditional assessments.
